Florida Institute of Education

Florida's Head Start State Collaboration Office is a partnership of the office of Governor (represented by the Office of Early Learning Agency for Workforce Innovation, Inc.) the Florida Head Start Association, the Florida Institute of Education at the University of North Florida and funded with a grant from the Department of Health and Human Services, Administration for Children and Families.

The purpose of the State Collaboration Office is to strengthen the linkages between Head Start and state funded early childhood programs and services in eight national priority areas and two state priority areas. The eight national priorities are as follows: early education and care, welfare, health care, transitions to public school, education, community services activities, family literacy services, inclusion of children with disabilities, and services to homelessness children and families. Early childhood professional development and unified planning in early childhood systems are the two state priorities. The State Collaboration Office is based in Tallahassee to facilitate work with state policy makers and state agency program administrators. The State Collaboration is staffed by a Director and Secretary.

Florida Head Start Association

The Florida Head Start Association is the membership organization of Head Start grantees in the state of Florida. The Association provides leadership in the:

(1) provision of high-quality, comprehensive services to pregnant women, children birth to school age and their families;
(2) design and delivery of training for early education and care personnel; and
(3) development of policies and service delivery systems that address the needs of low income families with young children.

Membership of the Association is open to representatives of the public and private sectors who, by virtue of their positions, interests, experience and training can contribute to the purpose of the Association.

Three representatives from each membership group (Directors, Staff, Parents and Friends) are elected to the Board of Directors. Members of the Board of Directors serve a two year term.

Head Start programs in Florida, the Head Start State Collaboration Office and the Training and Technical Assistance Providers are funded through grants from the Department of Health and Human Services. The Florida Institute of Education (FIE) was established in 1982 by the Florida Board of Regents and designated as a Type I Center to serve as a visible focal point for the State University System (SUS) relative to public school issues. Since its inception, FIE has worked to strengthen the quality of education in Florida by planning and developing collaborative programs and activities among the state’s universities, community colleges, and public schools. Today, FIE continues to be committed to improving public education by engaging in systems thinking, collaborative problem solving, and practice-based research. Initiatives focus on application of knowledge to critical problem solving; research and evaluation; instructional and leadership development; policy impact and analysis; and strengthening connections between SUS resources and local, state, and national initiatives to promote school improvement and student achievement.

FIE's Mission
The Florida Institute of Education provides statewide leadership to improve education at all levels by working collaboratively with Florida's universities, community colleges, public schools, school readiness agencies, and communities to:

Foster collaborative programs addressing critical educational needs by supporting innovation and engaging in problem-focused research;

Increase access to and use of the knowledge and skills needed to improve practice and inform decision making; and

Enhance achievement for all students, especially those at-risk.
